Deputy Director of Business Improvement Districts (BIDs) at Groundwork Cheshire, Lancashire and Merseyside, Jane Hough, supports devolution for Cheshire and Warrington

Groundwork is a not-for-profit organisation dedicated to creating stronger, greener, and more resilient communities. Jane Hough leads the strategic development and operational delivery of BIDs across the area, working closely with local councils, businesses, and community stakeholders to drive economic growth, improve public spaces, and support sustainable regeneration.

Jane shares her thoughts on how devolution could benefit Cheshire and Warrington.

What could devolution mean for Cheshire and Warrington’s future?

“Devolution represents a significant opportunity for Cheshire and Warrington to take control of our own destiny. With greater powers and funding at a local level, we can shape policies and investments that truly reflect the needs and priorities of our communities. It means a more responsive and ambitious area that is better equipped to drive growth, improve public services, and invest in our people and places."

How can devolution support Cheshire and Warrington’s businesses?

“Devolution gives businesses across Cheshire and Warrington a stronger voice and a clearer path to influence decisions that impact our own economic landscape. With local control over skills, transport, infrastructure, and business support, we can build a more connected, competitive and sustainable economy. It would mean tailored support for key sectors, faster responses to local challenges, and a long-term strategy for innovation, investment, and growth."

What do you think the benefits are of having an elected Mayor for the area?

“An elected Mayor would provide clear, visible leadership and accountability – someone who can champion Cheshire and Warrington on a regional, national and international stage.
A Mayor can bring together the vision for the area, drive joined up decision making and ensure that the benefits of devolution are delivered effectively. It’s about having a strong advocate for the area, with the authority and mandate to get things done. We only have to look at what Andy Burnham has delivered in Manchester and Steve Rotheram in Liverpool to see the clear benefits for Cheshire and Warrington."
