North and South Cheshire Chamber of Commerce Deputy Chief Executive Officer, Terry Hayward, supports devolution for Cheshire and Warrington

Together, North Cheshire Chamber of Commerce and South Cheshire Chamber of Commerce have over 500 business members across Cheshire East, from start-ups to world-leading multinational corporations.

Deputy Chief Executive Officer, Terry Hayward, who also represents the Chambers of Commerce on the Cheshire and Warrington Business Advisory Board, shares his thoughts on how devolution could benefit Cheshire and Warrington.

What could devolution mean for Cheshire and Warrington’s future?

“Devolution could be a transformative opportunity for Cheshire and Warrington, reshaping how decisions are made and resources are allocated across the area. It would mean more local control, with decisions on transport, housing, skills, and economic development made by leaders who know the area best – not dictated from Westminster.  
“It would allow us to raise money for projects that are important to us, for example improved transport making travel more affordable and convenient. Simply, it would unlock potential, boost growth and help Cheshire and Warrington to deliver its vision to become the healthiest, most sustainable, inclusive, and growing economy in the UK.”

How can devolution support Cheshire and Warrington’s businesses?

“Devolution will be a once in a generation opportunity for the area and it will unlock access to significant multi-year funding for investment in transport and other infrastructure, as well as to support initiatives that drive growth, develop skills, and ensure that our businesses have access to the talent they need.   
“The government agenda is very clear – this funding is only available to Combined Authorities.”

What do you think the benefits are of having an elected Mayor for the area?

“An elected Mayor would give Cheshire and Warrington a single, visible and recognisable leader and a voice at the Council of Nations and Regions – someone focused on delivering for both rural and urban communities and businesses.  
“With real powers, a Mayor can speed up decision making and drive real change in areas such as transport, skills, housing, and economic growth. Mayors have already proven that they can attract inward investment through promoting their area’s nationally and internationally. If Cheshire and Warrington is to compete with our neighbouring areas, a Mayoral Combined Authority is a necessity.”
